Research Interests
Bernard is currently Principal Research Fellow at the Institute for Employment Research at the University of Warwick and a Visiting Senior Fellow within the Hellenic Observatory at LSE. He studied at the University of Oxford and the LSE and describes himself as a social economist. He was on the staff of the Wissenschaftszentrum Berlin (Science Centre Berlin) in the 1980s and has been a senior economist at the OECD. Bernard's research into the economic implications of societal ageing has been concerned with age and work, transitions to retirement, employment related social security and long-term care of the frail elderly. He has undertaken studies for the European Commission and acted as a consultant to member state governments, including Austria for its 1998 presidency and, more recently, Cyprus. Currently, he is part of a project investigating the future of “super” – Australia's mandatory supplementary pension system, and has recently been awarded funding from the European Commission (Horizon 2020).
SPRINT
The SPRINT project is an attempt to give meaning to the concept of social investment as applied to long-term care provision. Its objective is to: articulate in more detail the aspirations of the Commission's Social Investment Programme (SIP) and Staff Working Document (SWD) on long term care in ageing societies; provide a means for assessing the social costs and benefits of various ways of providing long-term care for the frail elderly; and to present examples of approaches that do indeed, facilitate provision in a way that social benefits are achieved.
Funded by the European Commission, the project is a consortium of 12 European partners led by Bernard at LSE. The project will run for 36 months.
